Social Program Evaluation

Social program evaluation encompasses the systematic assessment of initiatives designed to address social needs and improve wellbeing in areas such as education, health, social inclusion and community development. Evaluations employ a range of methodologies—experimental and quasi-experimental designs, mixed-method case studies, cost-effectiveness and cost-benefit analyses, theory-based and participatory approaches—to estimate causal effects, map implementation fidelity and understand contextual factors that influence outcomes. Social program evaluation informs policymaking and resource allocation by identifying effective interventions, quantifying returns on investment and revealing differential impacts across demographic and socioeconomic groups. By integrating quantitative effect measures with qualitative insights on stakeholder engagement and implementation processes, evaluation research enhances accountability, supports programme adaptation and contributes to evidence-informed scaling and reform. Large-scale experiments in remote and online learning have illustrated the importance of system-level monitoring over small-scale nudges. A study of senior secondary students deployed a centralised learning-management system to boost participation and subject knowledge substantially, whereas teacher- and student-level behavioural prompts yielded limited returns. This work underscores the value of institutional coordination in digital education at scale.

Comparative randomised trials of teacher professional development reveal that in-person coaching produces greater improvements in instructional practice and student achievement than virtual formats. Virtual coaching often fails to replicate the accountability and peer-learning dynamics of on-site support, highlighting the need to tailor digital interventions to professional-development goals.

A global meta-analysis of 234 impact evaluations in low- and middle-income countries mapped the distribution of standardised effect sizes for social and educational programmes. Median learning gains of 0.10 standard deviations and access effects of 0.07 standard deviations provide benchmarks for future studies, while the observed variance between small-scale pilots and large-scale roll-outs highlights challenges in maintaining effectiveness during programme expansion.
