Adaptive Capacity in Climate Change Adaptation

Adaptive capacity refers to the ability of individuals, communities, institutions and ecosystems to adjust to climate variability and change, to moderate potential damages, to take advantage of emerging opportunities and to cope with the consequences. It is determined by a combination of assets (financial, natural, physical and human), the presence of flexible decision-making processes, the diversity of response options, and the strength of social and institutional networks. Recent scholarship emphasises that adaptive capacity is not static but evolves through learning, innovation and governance arrangements, often shaped by power relations and equity considerations. An understanding of adaptive capacity must therefore encompass not only technical interventions but also the social, cultural and political contexts that enable or constrain adaptation. Building adaptive capacity at local, regional and national scales is critical to fostering resilience in social-ecological systems, promoting sustainable livelihoods and achieving transformational adaptation when incremental measures prove insufficient.

Adaptive capacity: The capability of a system—social, ecological or institutional—to adjust or transform in response to climate change or its effects.

Social capital: The networks, norms and trust that enable coordinated action and knowledge sharing within and between communities.

Governance: The formal and informal structures, rules and processes through which decisions about adaptation are made and implemented.

Learning capacity: The ability of individuals or institutions to generate, absorb and apply new knowledge and experiences in adaptation strategies.

Resilience: The capacity of a system to absorb disturbances while maintaining its core functions and structure, and to reorganise during change.
