Behavioral Insights in Public Sector Policy and Service Delivery

Behavioural insights have reshaped the design and delivery of public policy and services across the globe. By drawing on cognitive psychology and behavioural economics, governments and agencies have introduced interventions that seek to steer choices without restricting freedom. These approaches range from subtle alterations in the presentation of options to empowerment strategies that build citizens’ decision-making capacity. In recent years, the field has matured beyond the prototypical “nudge” to embrace a pluralist toolkit that integrates behavioural diagnostics, iterative testing and systemic policy design. Applications span health promotion, environmental sustainability, fiscal compliance and social welfare, demonstrating both cost-effectiveness and scalable impact. Crucially, behavioural insights are now embedded at multiple stages of the policy cycle—from problem definition and stakeholder engagement to implementation and evaluation—fostering adaptive governance and enhanced user experience. While empirical evidence underscores substantial gains in service uptake, equity considerations and ethical transparency remain at the forefront of ongoing research and practice.

Recent studies have explored the comparative efficacy of subtle choice modifications and capability-building interventions in decision contexts characterised by uncertainty. In a series of field trials conducted across diverse populations, researchers delivered both disclosure nudges and cognitive boosts to participants facing financial choices framed in terms of gains and losses. The findings reveal that while disclosure nudges tend to guide decisions more effectively under loss frames, boosts enhance performance under gain frames and confer lasting benefits for those most prone to suboptimal choices. Sociodemographic factors did not mediate these effects, suggesting broad applicability. This work refines our understanding of how behavioural tools can be optimised for distinct decision environments and lays the groundwork for policy frameworks that combine both techniques to maximise public value.
