Public Policy

Public policy comprises the decisions and actions by governments to address societal problems and achieve collective goals. It emerges through a dynamic process that begins with problem identification, proceeds via agenda setting, formulation, decision‐making and implementation, and continues through monitoring and evaluation. Widely recognised frameworks distinguish stages of the policy cycle but also stress the underlying influence of political values, institutional rules and economic conditions. Modern public policy combines evidence‐based analysis with participatory consultation to balance efficiency, equity and responsiveness. Governments deploy a toolkit of regulatory instruments, fiscal measures, public services and informational campaigns to address issues ranging from climate adaptation and public health to digital governance and social welfare. Digitalisation and artificial intelligence bring new opportunities—from predictive modelling to algorithmic funding triggers—but also raise concerns over governance, accountability and inclusion. Across different systems, robust evaluation mechanisms, transparent decision‐making and adaptive learning are essential to refine policies and sustain public trust. The global reach of policy challenges requires international cooperation as well as local adaptation, with practical applications spanning regulatory impact assessments, performance budgeting and anticipatory governance of emerging technologies.

A scoping review of ex‐post legislative evaluations finds that while many studies inform legislative revision and political tactics, broader societal impacts of evaluation remain under‐examined, pointing to the need for more holistic assessments of policy outcomes.
