Summary

Initially framing integration as a two-way process of mutual adaptation, policy has evolved in many countries into a more individualised regime of rights and obligations, enacted through language tests, civic orientation courses and conditional access to welfare benefits. Divergent national paths persist: some states maintain generous opportunities for citizenship and social inclusion, while others impose increasingly restrictive requirements. This transformation has been shaped by electoral politics, fiscal pressures and periodic crises in refugee reception, but also by transnational policy learning. The resultant landscape blends activation measures to foster autonomy with symbolic markers of belonging, reflecting broader debates about social cohesion, sovereignty and the role of the welfare state in managing migration.
