Climate Governance and Policy Dynamics in the European Union
Summary
The European Union has developed one of the world’s most comprehensive frameworks for climate governance, combining legally binding targets with a suite of sectoral instruments. At its core lies the European Green Deal, which seeks climate neutrality by 2050 through measures on emissions trading, renewable energy deployment, energy efficiency, and sustainable finance. Decision-making unfolds across multiple levels: EU institutions set overarching ambitions, member states transpose directives into national law, and regional and local authorities implement policies on the ground. This multilevel governance structure balances collective coherence with national flexibility, but it also generates tensions around speed of implementation, policy coherence and equitable transition for vulnerable communities. The EU’s Emissions Trading System remains its flagship mechanism for cost-effective decarbonisation, while effort-sharing rules address sectors outside the market-based scheme. External dynamics shape internal policy evolution, as the Union seeks to influence global climate negotiations and maritime shipping standards. Recent years have seen an emphasis on policy durability and adaptive flexibility, with scholars examining how the Union navigates turbulence—from geopolitical shifts and energy crises to democratic backsliding—in order to sustain ambitious climate action.
