Cohesion Policy Governance in the European Union

European Union Cohesion Policy is the principal mechanism for reducing economic, social and territorial disparities across Member States and regions. Since its formalisation in the Treaty of Lisbon, governance of Cohesion Policy has relied on a shared management model that integrates the European Commission, national authorities and regional bodies through multi-annual programming, operational programmes and performance frameworks. Ongoing debates focus on the effectiveness of performance-oriented indicators, the role of networked governance in urban and rural contexts, and the potential of Cohesion Policy to foster European identity and sustainable development. Global significance is underscored by transferable lessons for multilevel regional policy frameworks beyond Europe.
