Cohesion Policy Governance in the European Union
Summary
European Union Cohesion Policy is the principal mechanism for reducing economic, social and territorial disparities across Member States and regions. Since its formalisation in the Treaty of Lisbon, governance of Cohesion Policy has relied on a shared management model that integrates the European Commission, national authorities and regional bodies through multi-annual programming, operational programmes and performance frameworks. The architecture combines top-down regulatory guidance with bottom-up place-based interventions, including Smart Specialisation Strategies and Integrated Territorial Investments. Recent reforms for the 2021–2027 period have strengthened conditionalities, digital monitoring and strategic environmental objectives, while enhancing flexibility to respond to unforeseen shocks such as the financial crisis and the COVID-19 pandemic. Key challenges persist in balancing accountability and subsidiarity, ensuring timely absorption of funds, and building administrative capacity in lagging regions. Member States exhibit marked variation in fund uptake and project implementation, reflecting political governance factors, local administrative capabilities and procedural complexities. Ongoing debates focus on the effectiveness of performance-oriented indicators, the role of networked governance in urban and rural contexts, and the potential of Cohesion Policy to foster European identity and sustainable development. Global significance is underscored by transferable lessons for multilevel regional policy frameworks beyond Europe.
