Contracting Strategies in Local Public Service Delivery

Contracting strategies encompass a range of approaches through which local authorities engage external entities or alternative internal structures to deliver public services. These include outsourcing to private firms, corporatisation into municipally owned corporations, inter-municipal cooperation, public–private partnerships and insourcing of previously contracted functions. Central to these strategies are considerations of efficiency, service quality, equity and accountability. Contract design, encompassing specification of performance metrics, payment mechanisms and risk allocation, determines the incentives for providers and the robustness of monitoring systems. At the same time, principal–agent dynamics shape the alignment between commissioning bodies and contractors, while transaction costs influence institutional choices. A comprehensive study of Slovak municipalities employed an expert-based scoring system to evaluate over 3,400 contracts, revealing that weaknesses in procurement procedure selection, irregular monitoring of service quality and suboptimal payment structures significantly amplify risks inherent in contracting out. The findings indicate that potential improvements in efficiency and service delivery remain constrained unless contract management processes are systematically strengthened, with implications for municipalities seeking to optimise external production of public and ancillary services.
