Public Administration

Public administration encompasses the structures, processes and values by which governments design, implement and evaluate public policies and services. It examines how institutions allocate resources, how career officials and political leaders interact, and how citizens participate in governance. Central concerns include policy formulation and implementation, organisational design and culture, performance measurement, accountability and transparency. From the classic Weberian model of hierarchy and rule-based authority, the field has evolved through New Public Management’s market-inspired reforms to contemporary network governance that emphasises co-production, digitalisation and citizen engagement. Research now pays equal attention to efficiency and to public values such as equity, sustainability and inclusiveness. In federal and devolved systems, scholars analyse fiscal federalism and intergovernmental relations to understand how revenue-raising powers and spending responsibilities are shared. Crisis management, from financial shocks to pandemics and climate emergencies, further highlights the need for resilient administrative arrangements that balance strategic capacity with democratic responsiveness and social justice.
