EU Socioeconomic Governance and Policy Coordination

The European Union’s architecture for socioeconomic governance combines macroeconomic surveillance, social policy coordination and investment planning to promote stability, cohesion and sustainable growth across member states. Complementing the Semester, the Recovery and Resilience Facility (RRF) represents a landmark, performance-based instrument under the Next Generation EU package, channelling significant funding to support green and digital transitions while reinforcing national ownership of reform agendas. Governance mechanisms draw on a complex interplay between supranational bodies, intergovernmental negotiations and domestic stakeholders, seeking to reconcile technocratic rules with democratic accountability. The resulting policy coordination model aims not only to pre-empt macroeconomic imbalances but also to foster social dialogue and equitable burden-sharing, thereby underpinning the EU’s broader objectives of convergence, solidarity and resilience in an era of climate urgency and geopolitical uncertainty.
