Innovation Networks and Policy Analysis

Innovation networks encompass the web of relationships among firms, research organisations, universities, government bodies and other actors that collaborate in the creation, diffusion and commercialisation of new knowledge and technologies. Policy analysis in this context examines the design, implementation and evaluation of public and private interventions that shape these networks, from funding instruments and regulatory frameworks to strategic roadmaps and mission-oriented programmes. Over the past decade, research has traced the evolution of regional, sectoral and global innovation systems, emphasising how digital connectivity, open science and platform ecosystems have transformed traditional modes of collaboration. Studies have also highlighted the importance of governance structures, network metrics and power dynamics in determining how resources and information flow across actors. The interplay between policy and network structure has become central to addressing grand challenges such as climate change, pandemic preparedness and sustainable manufacturing. By combining qualitative case studies with quantitative network analysis, scholars and practitioners are building evidence on which policy mixes most effectively stimulate R&D partnerships, accelerate technology transfer and foster inclusive growth. Practical applications range from the creation of technology parks and public–private consortia to international cooperation frameworks that align national priorities with global innovation agendas.
