Local Immigration Policies and Community Integration

Local immigration policies constitute the regulations, ordinances and administrative practices enacted by municipalities and regional authorities to manage the arrival, settlement and rights of migrants and refugees. These policies shape access to housing, education, healthcare and social services, and interact with national frameworks to produce varied outcomes in different jurisdictions. Community integration refers to the processes by which newcomers and host communities engage, adapt and forge social cohesion, encompassing economic participation, cultural recognition and civic involvement. Research highlights that locally tailored policies—ranging from sanctuary ordinances to targeted support programmes—can either facilitate or hinder integration, depending on their design, implementation and the capacity of local institutions. Furthermore, the active involvement of civil society organisations and immigrant‐serving groups often determines the extent to which migrants gain trust, social capital and a sense of belonging.

Recent scholarship underscores the global significance of sub-national approaches to immigration governance. In many contexts, cities have assumed innovative roles in bridging national policy gaps, deploying inclusive measures such as multilingual service hubs, participatory budgeting for migrant needs and local labour market integration schemes. Conversely, some localities have adopted restrictive measures that intensify marginalisation, including data-sharing agreements with enforcement agencies and limitations on municipal support. Comparative analyses reveal that the success of integration initiatives depends on institutional arrangements, partisan alignments and the collaborative networks established between government actors, non-governmental organisations and migrant communities. By focusing on street-level practices and place-specific dynamics, current work illuminates the critical role of cities and regions in shaping equitable migration trajectories and enhancing social cohesion at the local scale.
