Policy Integration and Coordination Mechanisms

Policy integration and coordination mechanisms address the challenges posed by complex, cross-cutting policy issues that transcend traditional departmental boundaries and governance levels. Policy integration refers to the deliberate alignment of objectives, instruments and institutions to ensure coherence across diverse sectors, while policy coordination denotes the processes and structures that facilitate collaboration and information exchange among actors. Together, they aim to overcome silo mentalities, reduce fragmentation and enhance the effectiveness of policy responses to “wicked” problems such as climate change, migration and sustainable development. Mechanisms for integration and coordination include formal structures (interdepartmental committees, steering groups), procedural instruments (joint planning guidelines, shared performance indicators) and enabling conditions (political leadership, institutional capacity and trust). These mechanisms operate vertically (between national and subnational tiers), horizontally (across ministries and agencies) and diagonally (between state and non-state actors). Recent conceptual advances emphasise the processual nature of integration, recognising that different dimensions—policy frames, subsystem involvement, goals and instruments—may evolve asynchronously. Practical applications span environmental governance, social policy and economic reform, illustrating how empirical measurement approaches and framework analyses can guide decision-makers in designing coherent policy mixes.
