Political Dynamics and Social Policy in Latin America

Latin America’s political landscape is characterised by a complex interplay between democratic deepening, federal structures and evolving social policy agendas. Over recent decades, the region has witnessed the expansion of non-contributory welfare schemes—such as conditional cash transfers—and the strengthening of social assistance systems aimed at reducing poverty and inequality. These reforms have unfolded within federal and decentralised governance frameworks, resulting in significant subnational variation in policy design and implementation. Political competition, party system fragmentation and the mobilisation of social movements have shaped both the adoption and diffusion of social programmes. At the same time, resource-based economies and commodity cycles have influenced state capacity and the scope for public intervention. Contemporary research highlights how polarisation and legitimacy crises can hinder coherent policy responses, while strategic alliances between civil society, local authorities and national actors can drive innovation in social provision. The Latin American experience offers valuable insights into the challenges of balancing national equity goals with local autonomy, illustrating the global relevance of multi-level governance for welfare state expansion in middle-income democracies.
